or SEC will always be a bitcoin meta layer token in Safe Exchange platform? How is it supposed to work in a completely different environment.

Yes until we have stability with the SAFE Network, the coin will be on bitcoin’s blockchain. In the future we’ll strive to integrate it into the SAFE Network.
